A Region of Extremes
NIDIS reports the Southern Plains as one region, which is why the headline number — 26.5% of the region in drought, down 41% from two months earlier — reads like improvement. On the ground it describes two opposite problems happening at the same time inside the same three states.
In western Oklahoma and the Oklahoma and Kansas Panhandles, the story is absence: no meaningful rainfall for weeks, soil moisture below the 10th percentile, and evaporative demand running high enough to pull what little moisture remains out of the root zone. A few hundred miles south, the story is excess: more than 20 inches of rain in a week across parts of the Texas Hill Country, most of it concentrated in a 72-hour stretch from July 14 to 16.
Both are products of the same erratic 2026 thunderstorm pattern — storms that have organized and stalled over narrow corridors while leaving the ground on either side of them untouched. Averaging those two outcomes produces a regional number that describes neither place accurately.
Exceptional Drought Takes Hold in Western Oklahoma
Exceptional Drought (D4) is the U.S. Drought Monitor's most severe classification, and NIDIS confirms it persisting across western Oklahoma as of the July 28 data cutoff. The Vegetation Drought Response Index places much of the western half of the state in Severe-to-Extreme (D2–D3) conditions, with the D4 core concentrated furthest west.
Streamflow across western Oklahoma and western Kansas is running below normal, and soil moisture sits below the 10th percentile across northern Texas, Oklahoma, and western Kansas — meaning conditions are drier than roughly nine out of ten years on record for this point in the calendar. Tripton, Oklahoma had gone 33 consecutive days without a rainfall event of at least 0.1 inches as of July 22.
NIDIS explicitly flags increasing wildfire risk among the regional impacts, alongside harm to crops, rangelands, and water supplies. As vegetation cures out on ungrazed and lightly grazed rangeland, the fuel load that carries a fire grows even as the moisture that slows one disappears.
Kansas's Whiplash Summer
Southern Kansas has run the full cycle in ninety days. Drought conditions set in during May. June brought flooding. July returned the region to drought, this time paired with heat and elevated evaporative demand across the Oklahoma and Kansas Panhandles, where the Evaporative Demand Drought Index (EDDI) is running high.
For growers, that sequence is worse than either extreme sustained on its own. Spring wheat and forage crops that were stressed in May, waterlogged in June, and baked in July have had no stable window in which to establish, fill, or dry down. NIDIS characterizes the result as poor growing and harvesting conditions across the affected counties.
Livestock producers face the same problem from the forage side. "We've moved cattle three times already this summer chasing what grass is left," is the kind of comment extension agents say they're hearing across the drought-stressed Oklahoma and Kansas Panhandles this season.
Texas's Flood-Drought Divide
Between July 12 and July 18, month-to-date rainfall totals exceeded 20 inches north of Uvalde and near Kerrville, with the bulk of it falling July 14–16. One Uvalde County gauge finished the period at 1,152% of its normal July rainfall — approximately a year's worth of precipitation compressed into a single week. Central Texas is now largely drought-free as a result.
The Texas Panhandle and North Texas got none of it. Those regions remain in Severe-to-Exceptional Drought (D2–D4), with the same below-10th-percentile soil moisture readings recorded across the Oklahoma line.
Downstream, the flooding may carry a secondary benefit: the Texas Tribune reported on July 24, 2026 that floodwaters moving toward Corpus Christi could help refill Choke Canyon Reservoir, a key supply for a city that has been managing through its own drought stress. Groundwater in the Edwards Aquifer has also risen slightly since the rains — though it remains below average, as it has been since 2022.
What It Means for Ranchers and Landowners
Drought math on rangeland is unforgiving. When grass does not grow, a ranch's carrying capacity falls, and the producer has three levers: buy feed, lease additional grass elsewhere, or reduce the herd.
